  1. Recognise that Trust will drive Digital Engagement

    We and others are creating, using, sharing and storing increasing amounts of personal information.
    Business tools are linking the various parts of our digital information together to create comprehensive profiles of each of us.
    Currently, personal information belongs to the business that holds it. They can manipulate, use, trade and store endless amounts of it.
    This causes us concern and yet we persist in using new digital technologies that create more information for others to find.
    We currently have limited legal rights to pro-actively challenge this situation and we need real world solutions to this inequality.

    • promote internet radio to establish a voice for those who are unrepresented in mainstream media.

      To open internet radio to the young, the elderly, disabled and housebound to give them a voice in the world and enable them to broadcast and take part in the media world.

      • set a target of 100 mbps broadband UK-wide by 2012

        There is an established academic-use fibre network throughout the UK. Extend that to give every household 10 mbps *minimum* and 100 mbps as the norm by the 2012 Olympics.

          To really deliver in a complex, disconnected UK, you need a base where you can access a flexible workforce with high-speed rail links back to Westminster and to other cities and where the issues of inclusion and exclusion really can be felt and engaged with.           • Learn from public sites & build a pan-Public Sector network

            Facebook, Twitter, Latitude and the like are all very well, and generate lots of debate and discussion, but can too easily distract the user from their job. Frameworks and tools abound out their from serious business suppliers that should enable the UK Public Sector to quickly develop and build a robust and secure internal social network that harnesses the energy, creativity, and innovation within its workforce, that could then also be channelled appropriately to wider public networks.

            • be an agent of the people not a stooge for the Government.

              I want the Director of Digital Engagement to work on how citizens effectively bubble up ideas and views from people all over the country. Why shouldn't the PM receive reports from web sources such as Facebook, bebo, Twitter and blogs and give them as much credence as focus groups and lobbying groups?

              I'm worried that this job might become another broadcast/spin machine presenting government to the people. Please, make it conversational.

                      make delivery less abut systems, sticking rigidly to rules and regulations and procedures, and more about customer service and 'going the extra mile' to help people by offering solutions for their problems rather than dictating a predefined sets of options

                        many rural areas have little or no connectivity, we need someone with passion to bring the fibre out to us and we will do the rest

                        • Promote the development of social leadership skills

                          Digital engagement requires new leadership skills for social engagement so that government can inspire, connect and communicate in new ways, new behaviours that can make government more effective. The Director of Digital Engagement is in a position to spearhead this.

                            Most of all I would like the DDE & the Government to do nothing - let the market develop on its own with minimum interference. Within that context Government should use digital engagement to talk to us voters, just don't over regulate us.

                              At the moment anything that is published online is crown copyrighted.

                              In an age of creative commons licencing, giving the public clear permission to reuse content I'd like to see a similar approach to Government content whether that's photography, written texts, audio recordings or data.

                                New ideas come from exploring how interactions happen between people in different areas. At the moment these are not predicated on the principles of openness/ transparency nor equality. Without regular communications that engage all interested and involved parties the Civil Service will remain insular, citizens will feel excluded and the government will continue to try and guess what are the real priorities. In addition, dynamically updated simple measures should be introduced- similar to the voting on this site or www.bit.ly click counts.

                                  By open sourcing software by default, departments will find projects cheaper, private companies will get benefit from the huge amount government spend, quality will be transparently obvious, less money will be wasted, government software capabilities will be increased. Oh, and as individuals we can get hold of some of the software we're paying for.

                                    Currently the OGC buying frameworks take on suppliers for 3 years - a lifetime in digital terms - the products being pushed by the companies on this framework are predominantly proprietary software that they have worked with before as they are unwilling/ unable to try . The next round of framework appointments will allow for a further three years. There needs to be a mechanism for bringing new technologies/ blood into these frameworks more regularly as the protection that they offer is being eroded by the 'closed shop' status they create. perhaps a second tier of suppliers adopted every 6…

                                      The government has lots of data on each individual. People should be allowed to know what data the government holds on them and that data should be available for them to have for themselves if they wish, in a useable format such as a spreadsheet.

                                        Implement phase 2 of the Civil Service website development (as planned), with improved Jobs Online service, and optimised re-use of data, to provide Civil Servants and the public with a better service.

                                        • Any software developments must go through BCS/ISD

                                          So much of the software written by huge consultancies if available off the shelf. If any project for software was forced to go through the main IT bodies such as British Computer Society (BCS)/ or Institute for Analysts & Developers then bad projects would be terminated at conception & other projects may be recommended to use off the shelf packages where appropriate.
